According to Ukan Kurugh ,a Facebook user who shared the photo online,the baby was born with something that appeared to be two huge boils on its forehead.

This baby,was delivered yesterday 8am, at Ucha village naka road no11. I reliably heard the poor parents are planning to throw her away. I was made to understand, that there was something like a boil on her forehead, after some time the boil like thing started flowing down until the eyes were covered.
Hope this is not ZIKA virus?
Zika is a virus that is spread mostly by daytime-active Aedes mosquitoes, it was first isolated in 1947, in Uganda, at Zika forest where it got it name.
A pregnant mother can pass it to her baby during pregnancy or around the time of birth. Though it can spread through sexual contact.
There have also been reports that the virus has spread through blood transfusions. Zika can cause microcephaly, a severe malformations of the brain and other birth defects in babies whose mothers were infected while pregnant.
As of 2016, the illness cannot be prevented or cured by medications or vaccines, but paracetamol (acetaminophen) and rest may help with the symptoms.
